During a recent meeting, the Theresa Village Board discussed fiscal oversight and potential revisions to the joint powers agreement with the Theresa Public Library. The conversation was prompted by the planned retirement of the library board’s treasurer, Angie Anderson, which raised questions about how financial duties should be handled moving forward.
Board members reviewed the current structure of the agreement and expressed uncertainty about which entity serves as the official fiscal agent and how responsibilities would transfer after the treasurer’s retirement. Trustees agreed that additional clarity is needed to ensure proper financial oversight, accountability, and continuity for library operations.
Rather than approving changes without a clear understanding of the implications, the board opted to table the item. Officials said the pause will allow time to consult with legal counsel, review best practices, and work collaboratively with the library board to propose revisions that clearly define roles and responsibilities.
Village leaders emphasized their continued support for the library and noted that the decision to delay action was intended to protect both the village and the library from administrative confusion. Any proposed revisions to the joint powers agreement are expected to return to the board for consideration once questions surrounding fiscal agency are resolved.
